Performance Measurement Frameworks to Improve Service Delivery Outcomes in Urban Public Agencies: A Systematic Review

Abstract

Performance measurement frameworks have been widely adopted across public sector organizations as instruments of accountability and service improvement, yet the evidence on whether they reliably translate into improved service delivery outcomes in urban public agencies remains geographically uneven. This review addresses that gap by systematically examining the design characteristics, implementation conditions, and service delivery effects of performance measurement frameworks adopted by urban public agencies across diverse institutional and geographic contexts, while identifying the conditions that enable or constrain effective implementation. In line with PRISMA 2020 guidelines, searches were conducted across multiple databases, covering peer-reviewed journal articles published from 2010 to the present; 26 studies met all inclusion criteria and were retained for analysis. Thematic synthesis guided the analytical process. The evidence indicates that no single framework type predominates globally, with adoption shaped by institutional context and administrative capacity as much as by technical design considerations. The average effect of performance management on public organizational performance is modest, and improvement is conditional on the quality of framework design, purposeful managerial engagement with performance data, and the strategic alignment between measurement systems and organizational priorities. Governance design alignment, political incentive structures, and managerial culture emerged as the primary determinants of whether implementation produces substantive service improvement or ceremonial compliance. Overall, the value of performance measurement frameworks is recognized in the institutional seriousness and managerial commitment with which they are embedded and sustained.
