Digital Transformation Readiness Level of Enterprises in the Mekong Delta

Abstract

This paper analyzes the digital transformation readiness of enterprises in the Mekong Delta utilizing secondary data sourced from the Ministry of Information and Communications, the General Statistics Office, and the Vietnam Chamber of Commerce and Industry for the 2020 - 2024 period. The findings reveal that while regional enterprises have exhibited positive shifts, their digital readiness remains below the national average, reflecting significant disparities in technological infrastructure, human resources, and innovation investment. Four primary determinants were identified as having a predominant influence: (1) technical infrastructure and network connectivity, (2) digital human resources and proficiency, (3) support policies and accessibility to capital, and (4) digital awareness and leadership capacity. By referencing international models, this study proposes a digital transformation capacity evaluation framework comprising four criteria clusters: digital infrastructure, digital human resources, technological application, and digital strategic governance. The research findings provide a robust scientific foundation for policy formulation, supporting Mekong Delta enterprises in bolstering their competitiveness and aiming toward sustainable digital economic development and international integration.
